The Convenor welcomed all present. 2. Apologies were received from the above Members. MATTERS ARISING FROM THE PREVIOUS MEETING 3. The minutes of the previous meeting, 2nd May 2008, held at The Community Hall, Boat of Garten were approved. 4. There were no matters arising. DECLARATION OF INTEREST BY MEMBERS ON ANY ITEMS APPEARING ON THE AGENDA 5. Andrew Rafferty declared an interest in Planning Application No. 08/173/CP. 6. It was noted that the CNPA Board had taken a policy decision to support the Strathspey Railway Company without prejudice to future planning applications and stated that this position had no bearing on any call-in decision. Marcus Humphrey arrived at the meeting. 9. 08/171/CP - No Call-in 10.08/172/CP - No Call-in Andrew Rafferty declared an interest and left the room. 11.08/173/CP - No Call-in Andrew Rafferty returned. 12.08/174/CP - No Call-in 13.08/175/CP - No Call-in 14.08/176/CP - No Call-in 15.08/177/CP - The decision was to call-in the application for the following reason : • The proposal is for a development in a National Scenic Area and also in a sensitive, yet heavily touristed area of the National Park. The proposal is of significance to the collective aims of the national park and in particular the conservation and enhancement of the natural heritage of the area and the promotion of the understanding and enjoyment (including enjoyment in the form of recreation) of the special qualities of the area. 16.08/178/CP - No Call-in 17.08/179/CP - No Call-in 18.08/180/CP - No Call-in 19.Sandy Park arrived at the meeting. 20.08/181/CP - No Call-in 21.08/182/CP - No Call-in 22.08/183/CP - The decision was to call-in the application for the following reason : • The proposed development, although on land allocated in the Badenoch and Strathspey Local Plan for new development, is for housing in an elevated and predominantly wooded area. The development therefore raises issues in relation to the conservation and enhancement of the natural heritage of the area, social and economic development and the impacts on existing developments. As such the proposal is of general significance to the collective aims of the National Park. 23.08/184/CP - The decision was to call-in the application for the following reason : • The proposed development, although on land allocated in the Badenoch and Strathspey Local Plan for new development, is for housing in an elevated and partially wooded area. The development therefore raises issues in relation to the conservation and enhancement of the natural heritage of the area, social and economic development and the impacts on existing developments. As such the proposal is of general significance to the collective aims of the National Park. 24.08/185/CP & 08/186/CP -No Call-in COMMENTING ON APPLICATIONS NOT CALLED-IN BY THE COMMITTEE 25.The Members wished to make comments to the Local Authorities on the following Planning Application No’s 08/170/CP, 08/171/CP, 08/172/CP, 08/176/CP, 08/178/CP & 08/180/CP. The planning officers noted these comments and were delegated with the responsibility of whether or not to submit the comments to the Local Authorities. 26.The Members wished to also make comments to the Local Authorities on Application No’s 08/185/CP & 08/186/CP. However, due to the level of comments which Members wished to make on the applications, Sue Walker proposed a Motion that this constituted exceptional circumstances and the decision not to call-in should be re-considered. This was seconded by Dave Fallows. The view of the Board was that on closer inspection there was sufficient reason to Call-in application No’s 08/185/CP & 08/186/CP. The applications were called in for the following reasons: • The proposed development involves alterations and additions to a Listed Building, which is in a prominent position in the Grantown on Spey Conservation Area. The proposal is considered to be of general significance to the aims of the Cairngorms National Park, including the first aim of conserving and enhancing the cultural heritage of the area.
